if you like that sort of thing, here is an idea a friend of mine tried and had fun with.
he was experimenting with increasing the angle of the bond of the water molecule with vacuum. he accomplised this by freezing water in a steel pipe with a cap on one end and then capping the other end and letting it thaw. the water would "shrink" and the vacuum created in the pipe kept the water expanded. then he would freeze it again and cap it and thaw it. he kept doing this many times over until the water expanded so much and the vacuum created became so great that he imploded a couple of pipes. he said it was a wonder no one got hurt.
his idea was to physically weaken or stretch the bond so that very little electricity was needed to break it and create free hydrogen and oxygen. i dont know if he got any further than i have told you because i lost contact with him.
