From one grandmother to another - and with all due respect - did any of your sons molest someone approximately 9 years their junior or were the incidents "mutual curiosity" with someone nearer their age?
Mom - you have received two very different (extreme) responses from myself and this grandmother. My hope for your family is that this was a one time incident, but for your 13 year old son to have shown his penis to his 4 year old sister and touch her (even though through her clothes) - that just isn't "normal curiousity" and it most certainly wasn't mutual. If the sister was closer in age, I wouldn't think as harshly about it. If the son was younger - I wouldn't think as harshly about it. At age 13 - he should have known better and should have had better restraint. To think those thoughts would be one thing (although inappropriate and hopefully feeling ashamed) but to act on them - What was he thinking? I am inclined to think more happened than what has been told so far. Hopefully, I am wrong!
Mom - You and your husband know your children better than anyone else. Go with your instincts/intuition on this. You seem like a very caring, loving, bright mother/woman who is trying to do the right thing for your family.
Just remember - usually things come out in little bits and pieces - We need to think about the message we send our children when they tell us things like this... Are they afraid of telling the rest of what happened?
Again - my hope is this was a one time incident - but, usually by the time it comes up - it has already happened many times...
