Well that's the major difference between the job they did on you and other men who were circumsized as an infant. For them, the foreskin is ALWAYS retracted which creates other problems you haven't experienced. They seem to have done a good job on you and you still have enough foreskin to move around comfortably. You are lucky and an exception rather than the rule.
You might want to go back to the doctor and explain what I told you and get more chopped off and see how that goes. Try it as an experiment to see.
