That's a good point. So much of the Bible has more than one meaning.
For example Exodus 10:21, One of the plagues that Moses brought upon Egypt was darkness. This was a literal plague but it had a symbolic meaning.
These people worshiped the sun, it was their most powerful god. For Moses to call on his God and have Him block out the sun was to say that their god was powerless against the God of the Hebrews.
Then when you look at the seven last plagues, say, Rev. 16:13 we see a plague written in symbolic language with a literal meaning.
The dragon is paganism, the beast is the papacy, the false prophet is apostate protestantism.
Rev. 16:14 For they are the spirits of devils, working miacles,...
Frogs catch their prey with their tongue. So these evil lying spirits use their people to turn the world against God, with lies, without them seeing it.
