This verse does not imply that all men will receive everlasting life, otherwise, the ending statement,
"...especially those that believe," is a pointless statement. God is indeed the saviour of all men. God made the world and everything that is in it. He gives life and breath to all things. God is kind to the unthankful and to the evil just as He is to believers, for He makes the sun rise on the evil and on the good and sends the rain on the just and the unjust. In God, all men (and animals and plants for that matter) live, and move, and have their being(exist). God's providence saves all men's mortal existence, for without it, this world and everything in it would wither away. (Ps. 36:6; 145:9; Matt. 5:45; Luke 6:35; Acts 17:25, 28.) So, yes, God is the saviour of all men.
The living God is the providential preserver of all men; but He is especially so for believers, for He not only physically and temporally delivers them, but He also spiritually and eternally saves them.
1Tim 2:3-4 For this is good and acceptable in the sight of God our Savior;WHO WILL HAVE ALL MEN TO BE SAVED, and to come unto the knowledge of the truth.KJV
God wants (desires) all men without exception by their own free will to be saved. However, in the case of some, His will can be and is effectually resisted through obstinate unbelief, because man has a free will and God will not force His will upon man.
John 12:32 And I, if I be lifted up from the earth, Will draw ALL men unto me.
He will draw all men but not all men will accept His calling.
John 12:47 And if any man hear my words, and believe not, I JUDGE HIM NOT, for I came not to judge the world but SAVE THE WORLD! KJV

He that rejecteth me, and receiveth not my words, hath one that judgeth him: the word that I have spoken, the same shall judge him in the last day.
