God doesn't choose people to go to hell. Everyone is hell-bound (headed for eternal death) because of sin before they are saved.
Romans 6:23 For the wages of sin is death, but the free gift of God is eternal life in Christ Jesus our Lord.
God will justly judge the unsaved in their sins just as the bible says.
God gives justice to some. And some he gives mercy.
Romans 9:14
14What shall we say then? Is there injustice on God’s part? By no means! 15For he says to Moses, “I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion.” 16So then it depends not on human will or exertion, but on God, who has mercy.
It's by grace alone that anyone is saved and God owes that gift of grace to no one. But he can give the gift of grace to whomever he desires while the rest receive justice. Of course all those that receive grace, will also be believers. So then the question is, how do we become believers? Is there something inherently different in us vs. others that don't believe, or is it a work of God, or is it both, etc., and that takes a much more thorough conversation which Refreshed and I have had many times. You can find all the conversations in the archives where we each argued our position on that and sought to support our position with scripture.
Ephesians 2:8
8For by grace you have been saved through faith. And this is not your own doing; it is the gift of God, 9not a result of works, so that no one may boast.
And the bible says Jesus is the author and finisher of our faith. Hebrews 12:2
Anyway, I know you probably don't want to get into a debate about all that. Just trying to give a brief explanation to my belief there, but it definitely requires a lot more thorough explanation, and again you can find a lot more on that in the archives.
