No, the salt is all Christians. We know b/c He was talking to the everyone, the multitude, when He said the Sermon on the Mount, which includes the Beatitudes. The ENTIRE sermon was directed towards the people and His disciples as well. Please read Matthew 5:1-17. Furthermore, the sermon goes on much longer. It is very clear that the salt of the earth are His followers, Christians.
