You think there is more than one type of unsaved?

Jesus doesn't wish for any to perish. I hope and pray that the first verse I gave you was about Jesus descending into the grave or hell and witnessing to the ones who did not know about Him. I'm hoping it was the Good News that was the proclamation. I don't know for a fact that is what that is about.

I also hope that during the 1000 year reign that people will come to know Him that did not accept Him before.

I'm afraid that is all I can say about that.
