There isn't a denomination around that teaches that God created man to be evil. Completely the opposite is true. God created man "in His own image"...meaning it was a good thing. It was by man's choices, free will, if you will, that man became evil and thus passed down that evil to his descendants.
Simply stated, what the 'new birth' means is making a choice that overrides that original choice made by our erring ancestors in the garden.
The fact that we are born with an evil nature, sort of speak, does not mean that every person alive manifests evil in their behavior. It is a spiritual condition that is only remedied in spiritual kind.
Conversely speaking, it is entirely possible to find amongst those who profess having opted for the new spiritual birth, those who demonstrate more nastiness and pettiness than the 'unregenrate' ones...(as you and I both know). It would be wonderful if this weren't so, and indeed it shouldn't be so, but the fact is that 'the new birth' is a spiritual process.
The same kind of missunderstanding pops up when people try to blame the death of Jesus on a particular group or another. Was it the Romans? Was it the Jews? No, it was all of us, because of the choices made by our ancestors which travels down like a bad gene throughout all generations, whether the desease surfaces or not. However, unlike physical diease, which is dealt with biologically in the physical world, spiritual disease is dealt with spiritually. And, according to Christianity, the antidote or answer, is Jesus Christ.
The point is, in our search for truth it is perfectly understandable that oftentimes we just feel like shooting the messengers, but it's a better idea to leave the message alone.
