I think a good moderator would let just about anything be posted, aside from vulgarities, profanities and personal threats, and just let the threads play themselves out, until they disappear off the current page as more people post. The moderator should really then be looking to the second last page, to move garbage out of there. By garbage, I mean that which a neutral third party would not view as helping them in learning towards the subject. After all, the forum is there to help folks learn, and it would be nice to know that any non-learning related postings that might be present only appear on the currently-viewed latest page, and that older pages contain concentrated, pertinent information. Folks get most upset when current threads are moved. If a little time is allowed to pass, for example, enough time to let a current thread just disappear by itself, thne folks are a lot less likely to become upset with seeing a two-day old thread disappear, one that they likely no more care about at that time. Given time to cool off, people's attitudes from the "heat of the moment" become less relevant just a little bit ahead in time.
