Yes, elemental Iodine should be taken on an empty stomach with about a 1/2cup pure (for example distilled) water about a half-hour before meals or an hour after meals.

It's the Iodide that you can take with food. But to get all the benefits of iodiNe, it must be taken with water only on an empty stomach. The gastric juices will mix with it and aid the body in where it does its best work for the day.
