I had the same reaction as you when I visited LA several times back about the same time. It was a foul brown mess! However, that was mostly from trapped pollution that came from ground sources, not something that drifed down from above. One thing I do not remember ever seeing on any of those visits was a sky filled with X's and grid patterns.
