These are some good questions Oh4, there is the traditional view of people the come forward as being whistleblowers, people who alert others to what is happening in the companies or organisations that they work in, when they think there is something illegal or wrongful.

Wiki has a good definition of what the common view of a whistleblower is, so I won't bore everyone with detail they can easily find themselves if they're interested.

IMO, there are also those people, who while not necessarily being whistleblowers, are just curious as to why they are being asked or told to perform actions for which they can see no sense in, or that they feel are just not right. For example: a pilot who is asked to turn on some sort of spraying equipment, that has been added to his/her aircraft, and spray whatever is contained in this equipment at whatever altitude in whatever location. I would expect that there would be at least some of these pilots that would be curious enough to ask questions, and discuss this with others, to find out what was going on.

This is what I do not see in any of the evidence for the theory of chemtrails.

So IMO, the people that come forward, could be whistleblowers or simply curious, but would be people actually involved in the action of spraying chemicals or other agents over the population, in this case.
