This is not just a matter of kook factor with chemtrails, its also a specimen anatomy of the lengths some people will go to in order to come up with a rationalization that dismisses something they would otherwise prefer to not be aware of. Case in point, mention HR2977 to naysayers and many of them will eventually reply that this situation should be dismissed because it was due to a wayward government staffer, not because it was due to an official government officer legitimizing the existence of chemtrails. HAHA!
