It is true that God often waits for us to pray for something before he'll grant that something. But that doesn't mean He's not in control or that He is waiting on us to release Him. No it just means that God delights in giving to those who humbly ask him in prayer. God is the one who gives us the desires of our hearts (at least some of them) in the first place.
