Re: Odd thing happened... Any ideas?

Probably a Russian Submarine sending a flare to person on shore as a signal to come out to the sub. I wouldn't be suprised if someone on shore, scuba divers or a little inflatable boat wasn't being sigaled to alert them of the sub's presence. A little game of cat & mouse. I guess they didn't catch the person on the land or the sub but you never know? As far as the flare, flares can do lots of things depending on what they were made for.
