I'm curious---the various diets and herbs that you've tried---how long did you try each thing before giving up? The reason I ask is that with a good change in diet, weight loss will be gradual---as it should be. With gradual weight loss, sometimes it isn't noticeable in the beginning.
Find a diet that you can live with and stick to it. A good diet won't leave you feeling like you're constantly starving or feeling deprived because you can't ever have some foods that you like. For example, there once was a time in my younger days when I would automatically reach for soda when I was thirsty. These days, I reach for water but still allow myself a half a can of my favorite soda each day.
Find an exercise plan that you can live with. Don't start off trying to do too much at once. Any exercise that right off has you feeling worn out is bound to have you giving up too soon. For example, if you live in a walkable area or have a treadmill, start out at a pace that is comfortable for you---a pace that won't leave you feeling worn out. Then gradually increase the amount you do and gradually increase the speed.
How much we weigh and how quickly we lose weight is in large part determined by genetics. For example, my dad has a very fast metabolism. He has never worried about what he eats or when he eats it. Sometimes he would get a small potbelly and announce "I'm giving up dessert" and in no time, the potbelly would be gone. I, on the other hand, could try that but the weight wouldn't budge off me.
Yes, hormones do sometimes wreak havoc on our bodies. Others have given great advice on how to deal with that.
So...start by changing your diet by making it more healthy. Look for ways you can reduce your daily caloric consumption. Is there a food you like that comes in a reduced calorie form? If so, give it a try and see how you like it. Look into tweaking some favorite recipies by reducing any high fat, high calorie ingredients. Simple things help like buying vinaigrette salad dressing in a spray bottle. You end up using far less that way.
