If he was presented this opportunity and passed it up, without knowing anything else I would tend to agree with you. It would also explain much... but then, who knows how many other people also depend upon him for their livelihoods... perhaps dozens... perhaps he chose to think about them, or perhaps included them in the decision making process.

Perhaps he depends on financial backers who advised him not to challenge.

Business can be a bit more complicated and cause one to make decisions that run counter to their beliefs.
