There are many arguments about this and while I am not the authority, I have my own method.

I take my pH samples about 8:00 AM - 9:00 AM, before eating or drinking, checking both urine and saliva. As a note, I usually urinate at least once during sleeping hours at night, usually around 4:00 AM.

My morning sample is usually 8-10 hours after my last food and 4-8 hours after my last drink.

I take my urine samples midstream, when I am half empty.

As far as I am concerned, it is important to check the blood pH but this is difficult to do accurately.

The important thing to note about the saliva and urine pH is that they are a reflection of the body's efforts to control the internal pH. If the saliva and urine are acidic at the AM sampling, then the body is having to remove a lot of excess acidity.
