Well the catch is that we believe differently in how it's all initiated, so it has different meaning when scripture says "everyone" or "whosoever". God waits for our hearts to start turning toward Him. God doesn't jump the gun and remove the heart of stone before the appointed time neither do you receive the new Spirit. Both man and God must touch, come in contact with one another (relationship). It's not a one sided relationship. Sort of like the Michangelo painting, "The Creation of Adam". It's not that God said, "now you will believe", and only God reaches His hand out.
I know exactly when I received the new Spirit...I don't even need the bible to tell me that. And I know what all led up to that event. I talked to God and asked for Him to reveal Himself to me and He did. You want to say God moved me to talk to Him because He already chose me from the beginning of time. I say that from the beginning of time, He knew me and knew that I would choose Him. My life situation brought me to this humbled and needy place. God was well aware that my life was going to draw me to Him, He saw to it that there were plenty of God influences in my life. Many big fish (Jonah)experiences. All those things led to me acknowledging Him and needing His mercy and grace. Then and only then did He speak to me.
