Do some people really get no build up at all when applying moisturizers, and when they stop, the build up starts growing again? How do those people apply their products? Using their fingers?

I apply my Protopic (once at night) and "ChopSaver" (about two times during the day) very, very gently using qtips, and my skin keeps growing and growing. At some point, it starts getting hard to not take off pieces of moistured skin while applying the products though (after about 4 days or so). So at that time I either wait hours for the previously applied stuff to get pretty dry before applying anything or I just peel them. Which doesn't take much force at all. I can pretty much take a shower and most of the skin will easily just wash away (like 95% of the bottom lip; I do have to use some qtips to gently wipe away some left overs afterwards).
