That's not even possible if neither of them want children. Also, not all women who don't want children would bear a child and just hand it over to a man. In fact, I would bet most would not. And many men would not want to raise a Baby alone either.

And Babies raised up to the age of 18 are very, very expensive.

So if women are forced to bear children, who is going to take care of all of those unwanted children then?
