The newest scam being "Vitamin Water", call me a cynic but I rather get my vitamins from food. And if I'm really hard up for vitamins I get my One a Day and wash it down with water. There is your vitamin water and way cheaper, plus it has the advantage of containing fat soluble vitamins.
It is well known that you can alter the vibration of molecules (rotational, vibrational, translation, electronic), but these are not permanent changes and will immediately revert back once the influential force is removed. Heat takes a little longer to go back no normal values but all others occur within nanoseconds or even femtoseconds
There has also never been a reliable study proving that thoughts have any effect on water. It should also be noted not all EM radiation will affect every molecule, depending on the frequency it may have negligible or unmeasurable effect. It is also wrong to think that water heated by IR vibrates at the same frequency, what happens is that the energy in the form or IR is transformed into Kinetic energy which is then measured by us as heat.
The work of Emoto is quackery at its worst, it works only for him and his believers. Using sound to affect water molecules (not on a gross level but on the atomic level) is like trying to use a hula hoop to swat a mosquito. The sound waves are too large and the molecules too small.
You aer also mistaken about our neurons being em circuits, they are not. If they were out though process would be thousands of times faster. We work on chemical exchange that is not related to electormagnetism. Imagine putting a working computer on a MRI you would fry it, but not so with brains. So a happy though is chemically no different than a sad though and "vibrationally" (though the term is meaningless) they are the same. Siply put nothing about your thought can affect matter in the universe - it might be a nice and comforting idea but it is also a false one.
