Hi there! Just a thought - has your daughter been tested for skin allergies or sensitivities? I discovered to my chagrin after many years that I am actually allergic to lanolin - which is in many moisturizers. So the lotions I was applying was making it worse!

I am now using a brand of lanolin-free moisturizing cream called Cetaphil which is working very well for me. I also use their cleanser which is super gentle. Then I apply a layer of Elidil and vaseline on top of that to seal in the moisture. Elidil is a non steriodal cream, have you tried it?

Also, I was researching thenet and found an interesting page talking about taking supplemental EFAs (essential fatty acids) and probiotics can help to help with eczema. Here is a link that talks about it along with other solutions:

Also has your child had tests to discover her food allergies ? I know I've been blind to this for years and I'm excited to get my results back because removing the "foreign" obstacles is 1/3 of the battle!
