I doubt that zappers and similar low woltage devices are enough to kill microscopic eggs of parasites.
Try to kill an earthworm with the zapper and you will not manage.
Try to kill an earthworm with 220V and it will take you just a few seconds.
To be on the safe side when eating raw meat, take the electricity from your wall (110 V in USA or 220~240 V in Europe), and zapp your meat with "raw force" for a few seconds. Then you are sure to get rid of the bugs, if any.
You can use the same electro schocks on raw eggs, raw milk, and other raw foods that may pottentially carry bad bugs.
110V/220V is extremely strong, so take care not to touch metal pot or naything else when handling it. Ends of the cable that you hold with your hands should be well isolated, dry and clean. To be on the safe side, you should wear dry shoes with rubber or plastic soles, just in case.
