No, he's not adding to law there. He's showing the deeper meaning of the law and how impossible it is to be justified by the law. The law was meant to kill you and bring you to your knees asking for mercy, not so you can puff up in pride and think you can go do all it says. The law comes with a curse:
Gal. 3:10
10 For as many as are of the works of the law are under the curse; for it is written, “Cursed is everyone who does not continue in all things which are written in the book of the law, to do them.
You said that passage quoted at the top there would "stop me from being a degenerate and look at p 0 r n".
But I don't believe you. The jews had the law and it didn't stop them from sinning.
In fact, the law was given to make sin increase:
Romans 5:20
The Law came in so that the transgression would increase; but where sin increased, grace abounded all the more,
The law only gives sin power:
1 Cor. 15:56
The sting of death is sin, and the power of sin is the law;
So that's why Paul said he had to die to the law in order to live to God:
Gal. 2:19
For through the Law I died to the Law, so that I might live to God.
Romans 10:4
For Christ is the end of the law for righteousness to everyone who believes.
