I think it was jsl123 who applied a wet paper towel with salt on lips throughout the day. Although his lips were getting better, I think they went back to the way they were when he didn't keep applying a wet paper towel throughout the day. So, this seems like managing the condition instead of curing it. What I mean is this is hydrating dehydrated chapped/peeling lips, but what is the root cause of the dehydrated or chapped/peeling lips? But it's a free way (using water) to manage it so that's good.
