Okay, but if God is the creator of all men and women, that does make Him the Father. How can He create them but not be their Father?
Malachi 2:10
Have we not all one father? hath not one God created us? why do we deal treacherously every man against his brother, by profaning the covenant of our fathers?
Note in this scripture that Malachi is rebuking the priests who are not following the Lord, but even though they are unrighteous, he still says we all have one father, and he follows that with one God created us, so they go together, the fact that he has created us, makes Him our father.
Matthew 23:9
And call no man your father upon the earth: for one is your Father, which is in heaven.
Jesus is speaking not only to the disciples here but also the multitude of people, who certainly contained believers and non-believers.
I don't think these scriptures go against the scriptures that you quoted. My interpretation is God is the Father of all, but those that follow the devil reject their own birthright as children of God. So yes only those that accept the grace of God are the children of God, which is their natural birthright.
If it wasn't the case that God was the Father of all, how could any man come to God? Because on this Earth we are all born into sin, so we are all children of the devil. If God was not the Father of all, how could the sinners that are the children of the devil (which is all of humanity) come out of our sinful state and become children of God? It would be impossible because we would all be children of the devil and there would be no children of God. But the way it actually is that we are all children of God, but only in our fallen state are deceived by the lies of Satan and become the children of Satan. However, all sinners still have the birthright as children of God, if they will accept His grace.
