Is it fair and correct to suggest that a victim has psychological issues?

It depends. A crime victim, who for example, got mugged or attacked may have been an emotionally healthy person before the crime occurred. However,anyone who has experienced a trauma, does get affected mentally by the experience to some degree.

People with low self-esteem and low self-confidence often do get into toxic relationships. I grew up being verbally and emotionally abused and for years I was attracted to people who treated me that way. It took time for me to realize what was happening.

Perhaps your self-esteem was high before you got involved with this vile man. Yet remaining in that toxic relationship slowly chipped away at your self-esteem, which is not uncommon. After a while, the victim begins to think that things will change or that maybe s/he deserves to be treated that way.

So, yes, after a while, it does affect a person's psyche.
