I called my local pharmacy. They cannot customize hydrocortisone mixed with 1% neomycin so I will need to try a local compounding pharmacy.

Turbidity is the muddiness from sediment mixed in a solution.

U.S.P stands for United States Pharmacopeia and is used as unit of measurement.
125-140 USP is equal to 1 mg depending on how a company dilutes a product. A company I called used 140 USP to equal 1 mg. So, 150 USP (written in article) would be a shade over 1mg or close to 1 mg.

"150 U.S.P (turbidity-reducing) units,
turbireductors was diluted in 1 cc of hyaluronidase (mixed with 2% lidocaine to numb lips from painful injections)."
