I think I know what you are talking about. You are talking about someone having the ability to choose God and start obeying him whenever he/she decides in their will to do so. So God is waiting on this to happen, wringing his hands up in heaven, but what can he do, he's giving all the commands and sent his only son to die, but the free will of man will decide it all.
