I thought I would elaborate a little further on your answer.

The actual lab instruction to perform the process is a little more elaborate than how you have presented it. I would guess you were trying to simplify, but in reality the process is a little more complicated than bubbling some air thru a solution.

The process is termed the "Grandstrom and Lee" method.
The "air" as you call it is actually high-purity nitrogen gas bubbled thru three gas-washing bottles connected in series. the first bottle contains sodium chlorite and potassium persulfate. The second bottle contains triple-distilled water for the collection of the chlorine dioxide and is to be kept on ice.
