Only because you are the said owner. The dog would be dealt with regardless. Not that great of an analogy though I think I get where you are coming from.

In existence we get life, in life we feel pain and happiness. God is accountable for everything especially giving us a choice. I'm sure if God had wanted to make a creation that conforms to mans worldly, one dimensional, limited idea of perfection it could have easily been done.

Ecclesiastes 7:23-25
23All this I tested by wisdom and I said,

“I am determined to be wise”—
but this was beyond me.
24Whatever wisdom may be,
it is far off and most profound—
who can discover it?
25So I turned my mind to understand,
to investigate and to search out wisdom and the scheme of things
and to understand the stupidity of wickedness
and the madness of folly.
