What a long discussion this has turned out to be.

First, if it is USP then why doesn't the PDF state it?
Second just about all Lugol’s I have every seen has the word poison on it. Apparently a few drop of Lugol’s are more feared (by Big Pharma) than arsenic…

I have had 4 different kinds of bottles up to now and one was not labeled USP. Just by judging the color, texture and smell in comparing I would not use non USP if available.

Your mileage may vary…
