As I already mentioned, most single moms are married at the time they become mothers. The single motherhood status comes after being abandoned or treated so badly that they had no choice but to leave. So, what I read you saying is that married women shouldn't have children.
Actually, that's already happening. Birth rates throughout the world are plummeting. We are not even replacing ourselves so something is going to have to done, sooner or later, to persuade women to have babies.
Where would the money come from? Most of it is money that is already being sent out in our hotchpotch of transfer payments. And, most of the costs of welfare are administrative and would be eliminated. Then there are the savings from a lower crime rate, fewer children in foster care, and lower medical costs (the greatest health hazard is poverty).
With more money in general circulation, more would be spent, which would create more jobs, and more taxes being paid. I remember when Mike Harcourt was premier of B.C., he gave overpaid public employees a 14% raise and paid for it by cutting welfare. He literally took food out the mouths of the hungry and gave it to the overfed. This turned out to be bad for business and resulted in a smaller tax base. Making the poor poorer is always bad for the economy.
