Time and money are factors (especially with 4 kids!). You can do NT without raw milk, for sure. Every little bit you do makes things better. My motto is do the best you can - pray about the rest. Nothing can be perfect, and getting all stressed out about things is just another health risk factor.
Personally, I would steer away from non-raw milk as much as possible (I think I would use rice milk instead). I would go for a good yogurt (do you have Stonyfield, Seven Stars, something like that available?) to get what you would from milk. Do the kids eat yogurt? Also, if you drain plain yogurt through cheese cloth, that gives you whey (and there are various things you could do with the left over yogurt cheese).
Kefir is fine, too. Yes, both commercial kefir and yogurt will be made from pasteurized milk, but they have cultures added back (we do the best we can).
