yeah, but when they have to RETURN $200, what will that do to the person when they go to the polls? assuming they bother to make the trip, that is. in my experience, people are more likely to speak up when treated badly to "bitch about it", rather than bothering to say what a great time they had. for example, you go to a restaurant, the service is great, food's yummy, you give your average 20% tip, plus a buck or two 'cause it was such a nice evening. however, if your waiter never refills your waterglass, takes 45 minutes to bring your food, which is cold by now, and you find some brillo in your spinach (this actually happened to me...), you'll be asking for the manager, raising a stink, maybe even send an angry letter to the restaurant owner. get my drift? anger can be a potent motivator. piss off enough hard-working parents of 5, be they southern baptists or texans or 2nd cousins of the bushes, the polls may very well reflect this... one can only hope..
