I have tried to experiment with getting an "electrical spark" on both ends of the stainless steel and tested it without touching the wires. That means I just touch the plastic ends of the wire and another one on another side. This way I don't get my fingers burned. Apparently, I tested on my bean sprout growth and it grew at least three times larger than ordinary untreated tap water.
What I can say is yes, you can do it this way too and you won't get your fingers burned.
