OK, an enameled saucepan will not conduct a drip of electricity, (especially at the measly 1.5 volts of a D cell battery) unless the enamel is so worn as to expose the metal underneath, which means that the battery contact on each side of the pan will do nothing to the water at all because there is no electrical flow.
If you don't believe me, then take a volt OHM meter and try to measure the resistance by touching the probes to either side of the pan the same as you would connect the battery and read the display. A stainless steel pan will result in a reading of 0.0 or greater resistance (it will pass electricity), enamel will not pass electricity so you would see no change from the initial reading, typically a 1. Basically like touching the probes together or not touching the probes together.

Science and facts. You'd have better results if you merely put the wires into the water directly, then you'd get some hydrogen and oxygen byproducts.
Basically, you're just drinking water and your body likes it.
