Different people have different ideas as to what constitutes "huge". Labia can vary from pretty well non-existent to enormous flaps of flesh. A clitoris can vary from all- but-invisible to a couple of inches long and still be quite normal. If it's over two inches, then it might indeed by termed huge.

Possibly in the absence of estrogen the clitoris might enlarge, though it's unlikely the labia would.

I was thinking more about a testosterone patch, rather than cream -- rubbing testosterone cream on the clitoris would almost certainly make it grow. That's not actually a bad thing at all -- the bigger it is, the more sensitive and the more a focus of feeling it becomes and I think most men prefer a woman to have a large clitoris, but some women feel that it may be a bit masculine. A larger clitoris may be easier to stimulate and stimulation is always helpful in sex.
