I am not so sure about the limitation of of the equipment available.

As an example, I have a 5-1/2 digit multi-meter that can really nail minuscule differences in voltages or resistances, but when it comes to measuring the output of a zapper, it is fairly much over-kill.

The oscilloscope that I normally use has a capability of 100 MHz but the roll-of characteristics of even the very best 555 timers is limited to about 2 MHz, so that can also be over-kill.

The frequency meter that I use has a resolution of 1/10th of a Hz which while not great, it is more than sufficient for routine measurement unless dealing with frequencies below a couple hundred Hz, in which case, I will switch over to the period mode which provides really high resolution for lower frequencies.

There are models of equipment available that are as much as 100 times as accurate as the ones that I have ( if someone is willing to spend the money ).

What I see as a larger issue in Science is the fingers on the scale effect.
