I don't think that blood electrification always brings down viral levels and Rich is a living example of that. It may depend on how much immunity is reduced by HIV when the person starts blood electrification. The electricity reduces the viruses ability to infect human blood cells but they will remain in the blood stream if the immune cells don't remove them (the viruses). Below a certain white blood cell count it may be a losing battle. The elctricity also acts as a second immune system to help the body stay healthy by killing any microbes in the blood. That's why people with HIV like Rich can stay healthy despite the presence of HIV.
