I had something similar happen when I first got sick with some type of parasite .It wasn't "goo" but it was like an oil slick on top of my head and it made my hair have a weird texture to it .
I tried everything and what wound up working was washing with good old baby shampoo two or three times .Without conditioner .And if that doesn't work you can use tea tree oil mixed with coconut oil .I would say about 5 drops of tea tree to a 1/4 cup of coconut oil .Let it sit there on your head for an hour or so or even over night .The tea tree is antibacterial and so is the coconut oil and they are also antifungal .
Anyway use this method then wash out with baby shampoo or dawn dish washing soap .
I cant gaurantee this will work because yours almost sounds like some kind of dermatitis .
But its worth a shot and it isn't going to hurt anything .
I fought mine for four months .
Have you went to the doctor for it ? Honestly I don't know if seeing the doctor will do you any good .I asked my doctor about it and they were clueless .But you never know .With the scaling on the eyebrows Im almost wondering if it isnt Psoriasis .I have had episode of that as well and it will cause a build up like that and flaking and you can lose some hair .
If that is the case .The thing that helped me was sunlight or ultraviolet lights .
