China's EMP test on cruise ship?

The L.A. missle is a complete mystery. Unless I missed something, NOBODY has ever mentioned where it went or what happened to it (any mention of it's final destination and/or disposal has DELIBERATELY been avoided).

To me, Sorcha Faal has a 20-30% credibility rating and she seems to be used by the Kremlin as some sort of "propaganda shill", but she is reporting that China was conducting an EMP test on the cruise ship that lost ALL POWER (the official excuse was an ENGINE ROOM FIRE??).

The NAVY response time?....wouldn't the COAST GUARD usually handle something like this?...a 4 hour response from the cruise line helicopters, caterers, and electrical engineers with fuel cells, batteries, or generators of many sizes would have been more likely, but all the passengers received was SPAM (what, are we in the dark ages?).
