Structured water and clean water are two different things. However structured water will lessen if not eliminate toxins. The problem is these VOCs are still toxic even in structured water.

Financially a Hot Water flush RO unit is cheapest and then a few seconds of ozonating will evaporate the VOCs.

Keep in mind ozone is 2200 times more effective than bleach..

As for the DC current I use a Becks Brain Tuner on my water distiller to energize the water. But that is as simple as a 9v battery, if you then tape a magnet on the container it will continue to adjust the water angle over the next few hours.
