I think you pretty much nailed it. Several years ago I was watching CNBC they were interviewing the head of cancer research for one of the major drug companies. She said "Our goal is to convert cancer to a chronic disease much like diabetes." (sic)
I was shocked that there was no mention of this being an intermediate goal. No mention was made of a cure being an ultimate goal.
I was able to confirm this view with a little digging.

Dr. Andrew von Eschenbach, head of the National Cancer Institute, argues that a cure is not even necessary — converting cancer into a chronic disease, like diabetes or AIDS is enough. When the head of the National Cancer Institute comes out and openly declares that a cure for cancer is not necessary and that the goal is to turn cancer into ‘a chronic disease’ only one interest group will benefit – the pharma-cartel.
