Not quite...

The 2 teaspoons of 28% (by weight) sodium chlorite diluted with 9 teaspoons of water will give you very close to a 5% sodium chlorite solution.

To make the mouthwash you need to take about 2.5 teaspoons of the 5% sodium chlorite solution and add enough water to make 500 ml.
