Well actually Humble always said it did both and this would explain why it seems
that even though there may be not enough ClO2 getting into the blood to kill all pathogens this is still happening, presumably due to the added immune stimulation
So I am saying it does both
I think the activated is more effective over a shorter period but can cause more adverse symptoms as a result
