Its a poor idea for 2 reasons:
1.) Anyone with a proclivity for dishonest activity on curezone would most certainly figure a way to spoof their ip address -- which is very easy to do. How do you stop that with this so called algorithm?
2.) There are households and groups of friends who engage on curezone sometimes from the same system either at home or at cyber-cafes. Even though they are different people, they will have the same ip address and be falsely assumed to be "spoofers".
This reminds me of stupid policies like the patriot act or national id cards. Give up some liberty so we can "keep the house clean". I think the number of people who actually do this for deception is very small, so why waste time and energy on a few? People with the will to be spoofers will be spoofers.
The best way for mods to play referee (if they choose to do so) is to identify behavior and act accordingly. What more can you do? You can't make an assumption its the same person based on a silly number or pattern program and blindly delete their account or posts. That's tyranny.
There are only a few forums that wish to act like dictatorships. I don't think the
Webmaster should change his site on the account of a few control freaks, but perhaps if he chooses to do so, he can implement this kind of control on their forums only? I have no problem with that even though its a false sense of security. Let em have it if it makes them feel more spiffy, but I vote no on propagating this tool throughout all of curezone.
