One other point I forgot to mention:

"...everyone who looks at a woman with lust..."

Notice it doesn't say "pictures of uknown girls who one does not lust after". He doesn't know those girls (most likely) and does not lust after them (most likely).
If he was to lust after some known women, my opinion would be exact opposite.

This way he may as well draw a picture of a naked imaginary girl; would that be the same as lust after a women that lives in his neighborhood? Tweet
